How to remove dried threadlocker from pivot bolts

Does anyone have any tricks for cleaning the threads on bolts that have old threadlocker dried in them? I pulled the pivot bolts on my bike and there is dried threadlocker caked in the threads - to the point that there is a lot of friction when trying to thread the bolts back in. I'm assuming that these threads should be cleaned before re-applying threadlocker. I'm also assuming that the threads that receive the pivot bolt should be cleaned as well. It is a carbon frame (although it has inserts in the frame that the pivot bolts thread into). Are there solvents that would be safe to use? Tools? I tried a google search and didn't really find anything terribly useful - hoping for some simple tricks. Thanks!

There is a difference between a thread tap and a thread restorer. The restorer is designed to clean out without cutting new threads. If you run a regular tap through a hole it almost always starts removing material and eventually weakens the threads. Rarely should you have to use either on a bike but I recommend getting a thread restorer set if you work on alot stuff. I use mine all the time working on dirtbikes, cars, bikes, etc.
