Im currently riding a KM with a stock 468 fork; HTA is 71.5 with stem of 110.
My new build is a Niner EMD...now the question...Carver 470 will give me a HTA of 72, the Carver 480 a HTA of 71...with a 80 to 90mm stem on the EMD, (longer ETT)how much quicker will the steering be and should the stem length then dictate which HTA I shoot for?

It sounds like those numbers make sense, but I'd still be surprised if it worked out that way on the first try.

If you're going more XC-oriented, I think the Niner fork is 470mm (45mm OS), right? Then your set-up would match the factory geo. 480 would "slow it down a bit" I imagine. Stem length should probably be determined more by fit than to tune the steering characteristics.
Decide on bar width, then stem length to obtain the correct reach. That might be really hard to predict.

FWIW - I rode an early MCR with the 490mm steel fork (39mm OS) and 90mm stem and it felt pretty good. HA was 72*. It was quick-handling with 660mm bars, but not unstable.
(funny - now that I think about it, it was stable, but I could not let go of the bars at high speed or it would start to speed wobble)

The number you seek is the trail figure. I can't remember where to find that. Maybe check Niner's site.
