The shaft connected to the cap always seemed to stick and the cap always seemed to bind no matter how much I kept it adjusted, cleaned, or lubed any of it.

That doesn't sound right at all, there's not a lot to rub or bind. Do you get any noise at topout? The top of the damper, the bit that has the high speed stack and lockout/low-speed port, can unthread from the rest of the damper which I guess could make it bind.

It is very easy to check, let all the air out of the spring, remove the blue lockout dial/lever then unscrew the damper top-cap with a 28mm open-ended spanner. As you compress the fork the top of the damper will be exposed. You'll probably lose some fluid too.
 
Fox 10wt is ~47 cSt @ 40 degrees.
X-Fusion use Torco RSF Medium (Tech Guides) which is ~31 cSt @ 40 degrees.

The RL2 damper already has quite firm low-speed damping, I would have thought it'd feel like **** with significantly heavier oil in it. Maybe the Split Damper that takes more oil (only 70ml in the normal RL2 damper) is different?
