For me it's because they're loud and obnoxious. They're specifically designed and built for OFF ROAD and have no business running around on public streets. I have tinnitus, f- those guys and also Harley riders who run straight pipes.
You and me both with the ringing in the ears. I'd love to see e-ATV's become a popular thing, especially out in the back-country, but with e-things being all politicized now, I can't imagine the core demographic for ATV/UTV's ever buying them. For what it's worth, dirt bikes are specifically designed for off-road use too, but do just fine on the street with plates, lights, exhaust, etc. The latest ones built to be street legal actually have catalytic converters and fuel injection.

I do hate ATVs, except for hunting, work and getting to remote trailheads.🙄
I wouldn't mind them if they didn't make so much noise. With how narrow trails/roads are in Colorado, ATV's and SxS's make so much more sense. You'll notice, my personal dislike for ATV's doesn't impact my stance that people should be able to plate them and drive them anywhere cars and trucks can go (but maybe restrict them to roads with speed limits 45 and under)....because freedom. đź—˝
