Biggest tire available for regular rims?

I was trying to do some research on this, but I figured some of you guys probably know off hand. Perhaps someone can just direct me to an old thread of this nature.

I'm trying to figure out what is the biggest tire available that will fit on a regular 28mm rim. I haven't been able to find the Gazzaloddi around, I'm guessing it's not available anymore. I know Maxxis makes a Highroller in 2.7, but where they measure it is kind of odd, because a fully inflated Highroller 2.7 is almost the same size as my Mountain King 2.4.

So if anyone has any experience actually inflating and measuring some of the high-vol tires out there, please share your experience.

I had to read the OP a few times before answering. If the rim is the only limiting factor then you could easily use one of the Surly tires. I mounted an Endo on a Mavic D521 (maybe 32mm) just last week

Sorry if I was unclear. I'm after a 26" tire. I've got some of the Surly tires, but I'd rather not mount them up. This would be for heavy, rocky riding, and I think the Larry would be a bit of a balloon and try to fold up sideways.
