Head Tube - is this Normal play???

Hey guys,

My Niner bike seems to have a bit of play in the headtube. I can not push or pull the head tube vertical (up and down), but I can push it forward and backwards with about 1 mm of play.

I tried to tighten the top bolt but it did not resolve the issue. Is this normal play, or is there something else I need to do to tighten this up?

Probably an easy fix, but I am not sure what I need to do. Thanks for any input guys!

When tightening the top cap, did you loosen the stem beforehand?
Is the compression ring well seated on the headtube or maybe missing?

What headset?

Is the top of the steerer tube lower than the top of the headset or any spacers placed on top? If it is flush or higher, no amount of tightening will remove the last of your slack.

I've seen a lot of forks with enough play in them to make you think it's a loose headset

I found this post with the same problem and low and behold I have the same bike...I had it checked a month + ago at the shop where I had bought it and they said the headset was loose as well as the front hub The owners are my girlfriends cousins so I trust the work they did.They tightened them up and I am noticing the same problem again (already). I'm starting to think it's a Paragon flaw,is this possible (anyone),would there be a reason for the set up to be continually doing this?
