i got a rock shox bar and it feels like it is sticking and may need more oil or some thing. can i just put some sort of oil(chain lube most likely) right on the part that moves in and out or is that a no no
 
You can grease the wiper seal (that's the part where the stanchion enters the shock body) and that may help. Apply liberally, cycle the shock a few times and wipe off the excess. Chain lube probably won't help much as it's pretty thin.

However, the Bar is an entry level shock and no matter how much you maintain it, it probably won't perform significantly better.
 
Get some RS Redrum. Let the air out of the shock. Remove the Schrader valve & put 6 to 8 drops into the air chamber via the hole where the Schrader valve was. Reinstall Schrader valve & inflate pump to correct pressure.

That should help some. If it does not help enough, I'd suggest getting a different shock as putting $into that shock would very possibly be a waste.
