I picked up a used Tora 318 last year and finally have a frame to hang it on. However, the frame is spec'd around a 100mm fork.

Are all Tora and Reba forks adjustable by removing the spacer, or just some? This one does say "Solo Air" on the tag that shows rider weight/air pressure on the fork lower, if that helps.

How can i tell without taking the fork apart?

I've been riding rigid for the past 5 years, and before that I rode a C-Dale w/headshock, so sus fork technology is not something I'm too up on. Thanks.

All Rock Shox forks are travel adjustable, the only difference is the amount of labour involved. In your case opening it up and changing the travel spacer(s) is involved. It's not hard on a Fox and those are supposed to be hard. Rock Shox forks are pretty user friendly.
 
Yes, all the Tora Solo Airs are adjustable between 80mm and 100mm. Sometimes they come preset at 100mm. You can check the travel by putting a zip tie on the sanction, let the air out and compress the fork. Measure out the amount that the zip tie moved.

4" = 100mm
3" = 80mm.

Follow the Tora Service Guide see pg 5 for bushing removal
