I'm looking to upgrade my wheels and have found an 08 Mavic Crossmax SLR wheelset for $700. One is this worth my time and money getting these wheels, and two is there another wheelset that would recommend? My budget is $1000.
 
Buy them. SLR's retail for around $1400. I have a set of SLR's and XL's. Both are amazing wheels. My XL's have been bomb proof and my SLR's are proving to be the same with one season of racing on them.

There are a few wheel sets that are a bit lighter but you may find that you spend more time truing the wheel than riding them.

When I hit the millions I'm going to get a set made with only red spokes

yeah, second that...

after trying many different high end wheelsets and/or custom built wheels - i have settled with Mavic Crossmax line. Use Crossmax ST for all mountain riding and tough endurance races (Transrockies, LaRuta, Crank the Shield), Crossmax SL as backup to Crossmax SLR. Just got SLR's so don't have much experience with them, BUT based on SL and ST - SLR will be another winner.

Keep in mind that these wheels served all of my 215 pounds of aggressive XC riding weight... Hubs are easy to maintain, bearings easy to replace (press tool required)

I didn't like my SLR's. I liked my XL's and other Mavic wheel sets but the SLR's tend to creak under every pedal stroke. I can't stand my bike creaking like that and it drove me nuts. I ended up getting a set of Crank bros Cobalt SL's and love them. They have a much better hub and I have ridden them all season and had no problems with them. The SLR's are stiff light and fast rolling but if creaking bothers you don't get them.
 
my Crossmax ST creak when I lay on them

doesn't matter to me... they never let me down, even in the toughest conditions..
