tuning a r. derailuer (sp?)

so i really enjoy tuning my deraiuers and have done it in the past, but have been out of the game for awhile now, and was just wondering when i put a new cable on the derailuer, do i start the derailuer and the top or bottom of the cog when i tighten down onto the cable?

Chain on smallest cog

When you tighten the new cable, put the chain on the smallest cog.

Unless it is low normal, then start on the biggest cog.

I know this simply because I seem to be the only person in the known universe who actually prefers the low-normal setup
