I'm 5'9,and went from a 23" top tube on the 26" (5 spot) to a 23.9" on the 29" (293)..feels kinda bug for a 17.5" frame... Is there any kind of guideline for top tube lenght when going from a 26" bike to a 29" bike?
 
I size a frame mainly by TT length (plus STA, etc...). Seat tube length is way down the list.

Fishers are known for long TTs but 0.9" longer tells me your Sugar is too big.

Ive been thinking the same thing. The medium lev looks like it would fit real well.

26er: 23" ETT w/120mm stem
29er #1: 24.5" ETT w/100mm stem
29er #2: 24" ETT w/120mm stem

I tried riding a 29er w/23" ETT and 120mm stem, but having spent some time on the 24.5" TT before, during, and after, it felt much too small, so I sold it.

I am 5'10".

I say ths because im kinda on the 5'8/5'9 cusp My inseam in sidis is 31.25" with a 33" arm lenght. The 29ers set up with a 1" easton riser and 90 x 5 stem. The 26" bike was set up with the same 1" riser bar and a 100 x 5 stem,
 
I remember a post a while back saying that the general rule of thumb for 29er TT is to go a little shorter than what you ride/rode on a 26" bike. Is this true or did I dream it? Oddly enough my 29'er TT is 24.5" while my old 26" TT was 24.25". I'm spec'ing an F/S 29'er right now and am unsure if I should go with a 24", 24.25" or 24.5"? Guess it all depends on the frame unless I do a custom... Thoughts?

Some 29er frames tend to have a bit longer TT if the front-center is the same as the 26" version because a steeper HTA. Usually means a shorter stem.

Personally a quarter-inch either way is as good as the same.
 
I'm probably adding to the confusion, but here's my $.02:
A buddy of mine is ever so slightly taller than I am and rides a large GF Tassajara. I ride a medium Paragon (or whatever it is now) and despite the longer stem and toptube on his bike, I still feel like his rides shorter than mine. I don't know what it is, and its not a radically different setup, but to me the feel of the difference in cockpit length is noticable.
Even if you're not planning on buying a GF it may be worth finding a dealer and so that you can ride 26" and 29" bikes in the same size from the same manufacturer so that you have something to compare on a more general scale.

It could be because of headtube height.
