I have a carbon fork with aluminum steerer tube and dropouts and uses a star nut which is already installed. I want to cut the steerer tube down and will have to knock the star nut in accordingly. Can i do this with a hammer, fork upright, dropouts on wood? Or some other method?
 
hold bike or fork off ground in one hand, knock it down

shouldn't take much pressure to move it downward, just do it
evenly so it doesn't try to veer off sideways and get stuck

as 127 replied, hold the fork, or the bike and drive the star nut down. You could leave it in the frame, with a stem holding everything together, but I would still grip a fork leg. Do NOT put the tips directly on the ground and start hammering. Forks were not engineered for this type of impact and the tips could collapse.
