I just used the rubber band mounts with my 1040, never had a problem. I ran the tether strap just in case but the mount never moved.
Yeah, those rubber bands are actually high strength O-Rings not the crappy ones that you get with a wad of asparagus or something. The o-rings can take much higher temp swings as UV light as well. Never had an issue in 10+ years.
 
Someone told me the included mount could be used with 35mm bars if I remove the rubber ring, but not only would that likely damage my rather expensive carbon bars, it would certainly not hold on place considering the surface finish on the bars.
Well, put it this way. I don't have fancy carbon, but I sure as hell use the stock garmin mount on my SJ Evo's 35mm handlebars with no issues. The thin rubber padding works great, and you tighten down a bit.

This post is kinda like a tempest in a tea pot. IMO

Well, if it doesn't turn without the rubber thing it's all good I guess. My initial impression was it definitely has to with very little force, considering relatively shiny surface of the bars and the nature of hard plastic.


P.S. And yes, I got to the part of the manual where it does say use it on 35mm bars without the rubber. I just didn't expect a manual to even touch upon installing a mount when it literally has one screw and nothing else, so I wasn't looking for any additional info about it there until someone posted the screenshot of it.
 
Sort of a side note, this mount from AliExpress will work on a 35mm bar if you want one that is shorter than the stock Garmin (like the short SRAM quick view), also without the rubber spacers. I just do a couple layers of electrical tape on a carbon handlebar to get a good fit. Computer snaps in securely without rattling, and the mount will break before the computer or handlebar if struck (good thing).
