Propedal is a preloaded stack typically found on an Fox RP2 or RP23 designed to firm up the pedal stroke and alleviate pedal bob. Any quality suspension fluid will do the job, the last one I rebuilt was an Alps 4 and I bought Maxima at the time because it was on sale. I had a '99 Fox Float on my Diamondback XR8 but never did a rebuild on it, Fox Air Vanilla RC and it had a lock-out switch, is that what you have?
 
PP is a Fox name for pre-set compression damping, slow speed iirc. My RP23 had three settings to choose from. Firm, med, soft or could be set to full open. If you have the Float R then there should be 3 bars on a sticker with the PP 'tune' highlighted (firm,med, light). It won't be selectable like RP23

Just a valve replacement? Not sure what you mean.

The rubber orings. Also i want to put steed springs on both sides of man. Sxr fork.

Stock base model no lockout

Propedal started about 2004 and it was a check valve on the rebound needle to make low speed compression firmer (and hence pedal better). The later shocks with the modes in them all featured propedal logos for a while as they had a check valve active in the middle lever position.

Oil spec was 32 cSt and Torco RSF Medium was the factory fill basically forever. I use Motorex 7.5wt (35 cSt).

The SX-R fork has coil/elastomer in one side and TPC damper in the other. You need springs firm enough to work in a single side.
