Next year, have authorities sweep the beach at the end of the day and hand out massive fines for the jerks who leave trash behind. Having volunteers clean up the trash without consequences to the litterbugs only enables these jerks.
my preferred consequence would be to issue permits (so you get names and addresses of these people) and then instead of taking all the trash to the dump, return it to them as "lost property" by dumping it in their house. and yeah, you can bill them for the "service" as well
 
... And half, or quarter, the number of people that are there. Perfect.

I like the vigilante approach. I used to do a lot of rock crawling and other off-roading in my Jeep. I was with two other vehicles, and once came across a campsite strewn with beer cans, bottles, trash, and other crap. Unfortunately for the campers, they were still there in the tent sleeping off the previous night's debauchery. No doubt they were going to leave it there.

You can bet they weren't too happy when a bunch of burly mountain men in Jeeps woke them up, marched them outside their tent and made them clean up the campsite before we left.
 
Tahoe resident here. There are just TOO MANY PEOPLE!

Those who suggest greater enforcement or education or more dumpsters aren't seeing the forest through the trees. There are just too many people.

And I find it absolutely appalling that local volunteer groups have to be the one's who clean up this **** every year.

So are you suggesting genocide will fix the problem?

What's needed is a cultural change to fix stuff like this (honestly, it would fix a lot of other things, too). Enforcement is one option to exact that change by making the consequences of bad behavior front-and-center. Even if said enforcement doesn't create the cultural change right now, it becomes the old "fake it til you make it" philosophy. If you force people to behave themselves with self-serving motivations, eventually it'll stick, and who cares their motivations for picking up trash if they pick up their trash?
 
I think he's simply suggesting limits, which are doable with your proposed permits.

I don't think he's going full Thanos.

Those suggesting permits have obviously never been to Tahoe or know what this place is. The sheer geographical size and make up of this place (think huge lake surrounded by massive national forests) and the fact that it's not a National Park (which it should've been designated long ago) preclude any sort of permitting. Do you have any idea the amount of infrastructure and human resources it would take to "police" this entire lake and surrounding areas?

If it were up to me:

1. Stop ALL tourism promotion IMMEDIATELY, and defund those organizations specifically responsible for promoting tourism in the Lake Tahoe Basin
2. Enact a 1-year moratorium on ALL public events in the Lake Tahoe basin. No 4th of July fireworks, music festivals, running races, bike rides around the lake, maker's fairs, auto shows, even farmer's markets.
3. Enact a 1-year moratorium restricting access to ALL power boats for non-residents of the Lake Tahoe Basin
4. Enact a 1-year moratorium on all short-term rentals in the Lake Tahoe Basin
5. Enact a 1-year moratorium on all commercial rafting and tubing operations on the Upper Truckee River

That should clean things up a bit.

2. Enact a 1-year moratorium on ALL public events in the Lake Tahoe basin. No 4th of July fireworks, music festivals, running races, bike rides around the lake, maker's fairs, auto shows, even farmer's markets.
