There's also the issue that riders going opposite directions will blind each other with their million lumen white lights.
OMG!, how will they ever survive driving at night?

Have you tried this? You're on a 10' wide path going 15mph and there's an eye searing light directly in your eyes, overwhelming everything. It's a lot different and far more dangerous than driving a car at night.
have you ever seen The Sun?

The bottom line is noone sane is riding at night, unless he has a death with.
...or they have a good set of lights and live in a place where riding during the day can kill you right quick, like the desert in the summertime. Or they live in a place where the sun sets early and they still want to get some trail time in, like pretty much anywhere in winter. Or they just want to experience the same old trails under different circumstances. Or they're night owls. Or...

Seems like there are plenty of good reasons to ride at night that don't involve a death wish?

In all the years I've been riding bikes at night I can count the number of times having been momentary visually impaired by another cyclist on one hand. That being said I don't consider this a serious issue. On the other hand I get seriously blinded every night when I drive my car home from work by all the drivers with cars / trucks with modern LED lights. Going forward the person who invents a device to neutralize this effect for automobiles will become a multi-millionaire. ( tried those cheap @ss yellow tinted lenses and they simply don't work )

Oh I see. Somehow I thought it was related to riding at night in a city, probably because of the getting caught part, which I thought related to the police, because I can't imagine anyone (with authority) watching trail at night.

Pretty much depends on the city and how the local government enforce laws. I can't see myself riding a bike or driving a car through a city like Chicago, Philly, NYC, Washington DC or west Baltimore. Saw a person getting shot years ago while driving though DC at night. I used to have to drive through West Baltimore. Saw lots of Cop cars in W. Balt. luckily I was always arriving after something had happened.

I did a dusk til dawn ride into DC from Leesburg and back, mostly on rail trails but with an extended loop around the Mall & Memorials @1-2AM. It felt perfectly safe with a surprising number of tourists out and about on scooters and bikes. Rode by the Whitehouse and Capital. Traffic was calm and we were able to get tacos at 2 AM!
