They're not imperfections. They are left from the manufacturing process (grinding) and are normal.

I polish my rotors to a high shine. They look awesome as I rocket down the mountain screaming.

These in particular are Amazon Specials. I bought them to put on a cheap at tire bike but tried them on my EMTB instead. I'm probably going to swap over to some SRAM Centerlines I have sitting around.
