I have a set of Industry 9 Torch wheels with an internal rim width of 24.5 mm. I've had this wheelset for a few years and, most recently, they are on a 29er hardtail with a 120mm fork.

I've mostly run 2.2s on these rims, but I'm interested in trying something a little wider. I see that some tire manufacturers recommend a 30mm width for even a 2.3" tire. For example, I've been interested in some of the 2.3 or 2.35 options from Maxxis. Looking at other rim/tire width pairings has me feeling like the tech on my bike is out of date (which is how the bike industry works, I suppose).

Can someone give me some first-hand experience with tire widths for a 24.5mm internal rim width? Any suggestions for a solid tire for some Bay Area singlet rack that would work well on those rims?

2.25-2.4” is fine those wheels, as long as the tire is not designed for wide internal width wheels, designated WT, ie Wide Tire or similar.

Not sure I would go wider than 2.4”, personally.

I have ridden all over the Bay Area and run low knob tires like Maxxis Ikons / Ardent Race's or Bontager XR-2's. I don't really care for taller knobs as a lot of Bay Area trails are hard packed. Which areas in particular? I ran a F: 2.35 Ardent race /R: Ikon 2.2 that gave good grip up front & speed in the rear. My XC hardtail has Bontrager XR-2's F&R 2.3.

I live on the peninsula, so I ride Skeggs and the open spaces on the ridge most often.

I moved from western NC and I ran Ardent Race/Ikon. I haven't tried the Bontrager XR2s, but I like Bontrager tires overall. It's kind of refreshing to read someone else rides low knob tires here. The Norcal tire threads are always full of burly tire recommendations. I like the way my bike feels with quicker tires. Looks like I'm browsing for something 2.3" wide with lowish knobs.

Great. I was really just looking for reassurance that I can run a 2.3ish tire.
I'm running 2.3 Minion and Highroller II tires on 23mm ID rims. It works but it's slow for XC unless I pump up air volume a bit but then I loose a little traction. I'm swapping back and forth between 2.2 tires and they are the fastest tires. The 2.3s are great on the rocky and muddy stuff. 24.5mm should be fine but you may find your 2.2s to be faster.
