My bike uses 2005 Diore LX 9 speed shifters. After replacing both
the cassette (SRAM 990) and chain (7701), my bike keeps going
back and forth between cogs 4 and 5 when upshifting. I am guessing
I have either a cable problem, a derailleur adjustment problem or a
damaged rear derailleur. Would a new XTR rear derailleur work with
my shifters or what would my highest quaililty derailleur option be?

the xtr RD should work fine with your shifters...however do look at the cable/housing and adjustment before...

If the bike shifts fine otherwise, you have a cable adjustment problem (IE the cable tension is incorrect so the derailleur is not moving up enough to complete the shift correctly).

Shimano rear derailleurs are cross-compatible. XTR is top of the line for MTB derailleurs.
