Wiper Squeak

I have squeaky wipers on my Tora forks. The noise initially sounded lke a bad headset. I have been lubing with Tri Lube but this is good for maybe one ride. Does anyone think I could loosen the garter springs on the wipers? The noise drives me nuts!
Or do you suspect there may be another issue? Never had noisy forks before.
