i have a steel frame(4.3lbs)
the fork i want to run is a manitou black platinum(3.5lbs)

.....and i want to run disc brakes.will i still be able to build a 23lbs bike considering the weight of what i have already?

Yes, agreed, it shouldn't be too hard, but to get components that will be on the same level of performance as what you already have, will get expensive.
