Getting back into riding and about to buy an entry level ($400-600) hardtail or rigid. I want to keep the bike simple and use a 1x9 setup since I don't have to deal with many steep climbs. Would I be better off buying a 27 speed bike and removing the front derailleur or buy a single speed and add a shifter/cassette/rear derailleur?

Yep, buy and remove. The issues you will run into with newer cheap bikes is most of them have garbage forks and run an 8 speed drivetrain. You can often pay slightly more on a complete bike and get a fork that would cost you $300 aftermarket, and if you already have a 9speed cassette/derailleur it's not a big deal to slap a better quality shifter on, but replacing the whole drivetrain to add extra gears will cost you quite a bit more.

26" high-end hard tails are cheap right now, there's an 04 Stumpjumper up the road from me I'm toying with the idea of getting for $250. Fox float 80 and Shimano XT drivetrain.
