All depends on the kind of riding that you' be doing and which fits you best. The 2003 BH has probably received a lot of abuse over its 8 year life and is probably in much worse shape than the Otero. However the two types of bikes are polar opposites as the Big Hit is designed for what its name suggest and (though I've never ridden or seen one) the Otero looks more like a full susp xc bike.

Still be sure to check it out really good to make sure there are no cracks in any of the welds and to make sure there is no other structural damage. I know that is a higher end Mongoose but I still do not know what kind of quality the frame is. Just be open when going to see it and check the fit, check for damage, and check to make sure there is no unusual wear on the bike. If all of that checks out then I'd buy it and not look back!
