I was ready to purchase some DT Onyx or 340 hubs when I noticed that some retailers sold tool kits for rebuilding the hubs. I hadn't planned on that ~$80 expense. Do Hope Pro 2s or WTB Speed Disc hubs also require special tools?

Not too sure about the WTB, but you fon't need any tools for the Hope Pro 2. At most you may need something to help you grip the end caps to pull them off, but nothing out of the ordinary. Jerk_Chicken has a good tutorial on servicing a Pro 2:
