In Italy they prefer larger wheels to iron out those cobble stones, except in the Vatican, where they prefer smaller wheels because they still speak Latin. In Crimea they prefer whatever wheel size Russia has. In Luxembourg they prefer banking.
From what I've heard, 26" wheels are most popular globally, and especially so in places like Asia and Africa. Got a couple customers at the shop who are big tourers and they say that folks on global tours will often put 26" wheels on their touring bikes to make it easier to find spare tubes and tires overseas.
