But i was wondering my girlfriend is 5"4" and she wants to get a cannondale F400, what size do you guys recommend for her: petite or small

why don't you take her to a shop and have her try both and then she can decide which fits her best?

She should really make the decision herself with the help of a knowledgable bike fit professional.

It's like buying shoes or underwear, you gotta try on lots to find what's perfect for you.
