I assume they are some kind of dropouts but I'm curious for more info. Anyone have any ideas? No derailer hanger so I imagine singlespeed or track:skep: ? The two small holes on each are not threaded and I don't know if its the proper QR, just had them held together that way. The spacing with the Skewer however is about 110mm....

yeah probably adapters to fit a certain model fork to a certain model roof rack. What's the diameter on those round bits? 12mm would be the Manitou EFC-DH from 1995, 20mm would be anything after about 1997 like the DHO or Boxxer and everything afterwards.
