There is a CFR in place for volunteers, but it is up to the District ranger as to whether a program is in place or not. So check with you District ranger to see if there is a progam in place.
BTW, although many Districts call their programs "Volunteer Ranger" programs, the job usually falls under interp, visitor use assistant, or trail crew. So ... depending on the CFR that is used to close the forest, you many find yourself locked out as well.
Then again there is nothing wrong with volunteering for the sake of volunteering.
