The ONLY difference between a long and a short is 1" in the top-tube (and thus an increase in the wheel base as well as the reach) --> 21.9 vs 22.9" in the top tube.
That said, while it doesn't seem like much, it feels like quite a bit. For your height, assuming you have a longer torso/arms, I would go for the long. I ride a short, and am 5'9, and even find that tight in the cockpit on occasion.
Stand-over, seat tube height etc etc are all the same.
