My front v-brake rubs on one side. I've tried adjusting the wheel position in the fork and the brake pads, but I can't seem to get the two parts to even out.

Does anyone have any suggestions to fix this?

I'm not sure which brakes you have but is there any type of screw adjustment for the spring tension? Another way to adjust the springs is to just bend them out a bit to give a little more spring tension. But you should definitely use the screw adjustments first if available.

Look at the brake arms from the front of the bike. Are they symmetrical and evenly spaced? When your brakes engage the rim, they should be at least straight up and down if not out a bit but not leaning in to the rim. The pad bolt should be horizontal. This will give you maximum leverage.
