Is there any reason something like this wouldn't work for mountain bikes? It would be a very inexpensive(although ugly!) way to carry bikes on a hitch cargo carrier.
Most cargo carriers are large enough to fit 2 bikes and would give you more than enough bracing angle. Strapping the front down like this and then just tying the rear would in theory work just like most single wheel clamping racks. This also gives you the option to easily protect the bikes from road grime.
