Look up on a map Humboldt-Toyiabe national forest (similar to Tahoe national forest but on the Nevada side), I think you can do dispersed camping in most of the forest. And if I'm not mistaken you can camp/bivvy along most of the Tahoe Rim Trail (may require registering at a ranger's station etc).
And it may be good to bring something against mosquitoes, they were pretty bad last weekend...
