Thinking of using a Swagman bike rack as seen here

and purchasing a Saris Adapter

and making it work on my Jamis XLT. Is this a sturdy, 75 mph highway speed trust worthy setup? I maybe inheriting the bike rack for free so my only cost would be the adaptor to make this work.
If not, the what are my other options for highway reliable full suspension compliant bike racks that don't break the bank.
