Hey guys, Help me out!

I have a Kona Jake the Snake with Avid Shorty cantilevers front and rear. The Front set HOWLS. I have toed them, reverse toed them, cleaned the rims, sanded the pads, tried new pads, a different rim, and have had no luck in getting rid of the squeeling. It is very annoying and I need advice. Should I go with a different brake or fork?

I had the exact same problem on an IRO Rob Roy. Different fork, different frame, different wheels, different pads, tightened, loosened, toed in/out/up/down. Worse yet, the stopping poser just wasn't there. The back brake was fine, but I never did get the front brake sorted out. Sold the whole POS bike within 4 months.
