The top crown is just a tad bit low enough to hit my top tube when you turn the fork. Can I add a spacer under the crown to raise it? That is, the spacer would be in between the top of the headset and the bottom of the top crown. Would that cause any issues?

As long as you don't exceed minimum insertion on the fork legs in the clamps it's ok.
