Anyone have a source for a front brake cable stop that would fit on my 21.1mm stem?

I saw those.....

Does a 21.1mm quill stem slide into a "Standard 1 inch" headset? If so, then the hanger in the link above should work, right?

The difference between a firk that accepts a 21.1 and a 22.2mm stem quill is the inner diameter of the fork's steertube. The external diameter is still 1 inch (25.4mm).

All 1 inch fork/headset parts will fit with the exception of the stem quills and the top locknut on the headset.
