depends on what the seller means by 50 miles. you couldn't build a new one just like it for less, (especially with the extra set of wheels), but this one is not new...

I really don`t get how someone could build up a bike like that and not have the time to ride it ! I mean come on ! If your that serious to get a bike like that wouldn`t you know how much you ride ...........Something`s up here

That bike on eBay is a very clean almost new bike. That guy has several bikes and takes great care of his stuff.

Why is he selling it so soon ?

Again, he has several bikes and likes to trade and build. Probably testing the waters to build something else.
