Midsummer, I'll go around 630/7 and usually pass at least 3 or 4 climbers on the way down. When climbing back out I don't see as many but I'm not as worried about it because danger is behind me. At 4ish, as long as you stay on the main routes you should be totally fine and see a few riders.
It's actually not that big, you're never more than about 1/4 mile away from a road, it's just that the 1/4 mile is a viciously steep overgrown gully. I've seen people out riding every afternoon I've been up there.
that is a great time to hit skeggs just before it can busy with the after work crowd - there will be a few folks out there but not too may. if you like the group ride thing wed attracts a lot of people in the summer but since "i hate people" i do everything to avoid
