SJC, SC trail closures

There are a lot of trails being closed off to bikers in the San Juan, San Clemente area. Does anyone know if there is anything that can be done to fight against future closures. The two areas that really get to me are The San Juan Creek trail and the elevated north beach trail. It seems odd with all the go green/ save gas talk we hear the city where I live makes it harder to ride a bike every day.
