I'm looking at this form my wife, she currently "rides" (used loosely) a 17.5" 26er. she is 5'7 and has a 31" inseam. should I get her a small 15.5" or a Medium 17.5" frame?

That 609mm ETT is gonna be a bit of a stretch for her. My wife's on an Inbred and rides a 16". She is 5' 6.5" with a 30.5" inseam. Even that is a little bit on the large side for her (589mm ETT).
