Well, I'm pretty sure Rock Shocks supplies a star nut alternatve, or at least I thought they did. There are lots of options out there. FSA, Problem Solvers, Profile Design, Reynolds, and Alpha-Q all make compression caps for carbon steerer tubes, just to name a few. As for cutting, a hacksaw with something to guide the blace should be OK. A pipe cutter should work too. Just be careful and go slowly.
