Seatpost too small, slipping down

I have a Specialized Hardrock 29er with the original seatpost. On rides the seat slips down and I have to stop and pull it up. With the QR as tight as possible I can turn the seatpost. My vernier calipers say that the seatpost diameter is 30.75mm. Will buying a 30.9mm seatpost solve the problem? Is 30.9mm the outside diameter of the seat post or the inside diameter of the seat tube? What is the actual diameter of a 30.9mm seatpost?

I tried shimming the seatpost with a beer can but the seatpost got stuck. I had to lock the bike to a tree with a cable and use all my strength to pull the seatpost out, over about 45 minutes.

Any other suggestions? Shim it with aluminum foil?

Thanks, cheaper than a seatpost!
The OEM QR seatpost clamps generally suck and the locking mechanisms are prone to premature wear. I had similar problems with the one on my Stumpjumper. I suggest looking into a quality after market clamp. Problem solved.

Would a non-QR seat post binder bolt clamp with greater force? I remove the QR's from my bikes that will be locked up, there's a lot of bike thefts where I live.

A standard hex binder will hold better than a janky qr for sure but a good qr will hold just as well. I fix them (janky qr's) all the time with a drop or 2 of oil on the cam where it contacts the concave part. Seriously works wonders.

What I experienced was the softer metal of the seat collar being worn down by the harder metal of the quick release mechanism. Once that happened there was no way to keep the post tight. I replaced the OEM QR clamp with one that had an Allen bolt to to tighten and haven't had a problem since. $30 fix.
