Simple question: is it ok to use a 30.8 seatpost on a 30.9 frame? Particularly, I am talking about a Heckler frame and a Nashbar (road?) seat post. The difference is only 1/10 mm so I think it's fine but just in case... Thanks in advance!

No, it's not okay. It will slip.
Make a shim out of a beer can....

Actually the beer can shim works. Talk to Howard Zinn, he says to do it in his Cycling Primer book under the Maintenance section.
