is from tip of bar end (or highest point if bars angle down like a chopper) to top of stem clamp area, right?

For equal comparison, rise is commonly measured with grip ends level, from center point of the middle of the handlebar to center of (level) grip area.

Any angle away from level of the grips is simply rider preference.

but that conflicts with what I have read elsewhere... not saying you're wrong tho...

What do you mean grip ends level?
