I can pick up a Rock Shox Judy SL U-Turn (2004 model) pretty cheaply to fit on my commuter. What I really want, though, is a lockout function on my fork for riding on the road. Can I retrofit a climb-it control on this fork? If so, where can I get the kit?

I'd be surpised if you could do that. But on the new trek bikes, there are pilot forks that have a lockout....you should look into those for cheap lockout-able forks.
