Your pc can't be half as bad as mine, really...
I use Irfanview, it's a free download everywhere. A light-on-pc tool that also allows you to cut/paste, and enhance color levels and such.

better to resize your photos before you send them. I use picasa, from google... simple, free, works great, and will resize a bunch of pictures at the same time.

If on XP you can download the resizer powertoy:

No need to even open another program - just right click and resize.
