on every wheel I've built, it is always a bit difficult to get the wheel radially true at the weld/pin joint. It always wants to have a bulge there. Any tricks? Or do wheels just have a bulge at that point because of the joint that cannot be easily trued?

That is called "round" or "roundness." I have not had many issues with the joint area and when I have it is usually too low (over ground welds).
