I have an opportunity to buy a couple of nice bikes for cheap and piece an average bike together only problem is they are both broken. They aluminum and one brake is on the first horizontal tube nearest the handle bars and the other one is on the down tube under the seat.

Is it worth a try to weld them together? will the bike be able to tune or keep tune?

Or should I just start with a new bike?

When welding aluminum, it changes the material properties. If you were an amazing welder and the aluminum was a weldable alloy (some are not), you would also have to heat treat the frame. Most definitely not worth the cost and time.
