It would be best to measure the area where the f derailleur clamp will go.
Seatpost size and f derailleur clamp size are completely independant measurements.

34.9 mm is generally used by Specialized on their 30.9 seat post...you should be fine with that because I don't know too many people making/stocking binders in a 35.9...
