Alright, looking for a creative idea here I was doing a normal frame breakdown, clean, repack bearings, etc. I found one of the plastic black washers (cone shaped, black, between pivot axle and outer bolt) and I cannot seem to pop it out. I tried the normal ways I get them out, flipping the bolt backwards putting the head in and hitting it from different angles and usually they pop out easily. I suspect this one has some loctite contamination that is perhaps contributing to it getting stuck. I also took a bolt, dremeled it down, and put the head of the bolt behind the back face of the washer and still could not yank it out. I appreciate any ideas!!

Simplest way to solve this is to remove the allen bolt then put it in backwards with the threads facing. Then tap it with a rubber mallet and the plastic portion will pop right out.
